Call, Raise or Fold?

I play 1/2 $100 max buy in at Hollywood Park Casino where many players have stacks ranging from $40, $50, $70, or $100. With a few limps behind me, I often get unsure how to play hands such as J10s or A4s.
If I fold, i feel like these hands are too strong to fold.
If I limp behind, I play an awkward pot where the SUPER HIGH rake has 6 players fighting for a 4 dollar pot.
If I raise I end up playing a small SPR pot with a hand that plays better deep stack.

I guess the action also depends on the player types on the table, any input is helpful.
